Shhhhhhhhhhhhh - It's a secret

It's a public document.
It's been voted on at a public hearing (even though the public wasn't invited)
The Commissioners have read it.
The PUC has it (April 10th).
The Planning Commission voted on it (April 12th).

But YOU can't see it. 

What is it? 
It's Zoning Amendment 12-3 Eliminating Article VIII Section 1000-851 for Article XIII Section 1000-1300 Oil & Gas Development

Why send it to the PUC for their opinion before taking public comment at the Planning Commission hearing last week?  Why didn't the county announce the hearing for public attendance and comment?  Shouldn't the Planning Commission hear public input before voting on it?  The PA Municipal Planning Code says yes but the Commissioners say no it's not necessary.  The Commissioners say the public can comment to them next month before they vote on it and it wasn't necessary to inform the public of the vote last week.

Yes,  your two commissioners did this on Tues, April 17th.

Michigan company wins $550,000 contract - Beats out Greensburg company whose largest account is the government of Afghanistan!

At yesterday's Commissioners Meeting Controller Sean Lally said he worked more than 34 hours and sent 39 emails to commissioners in preparation of selecting New World Systems as the winner of the $550,00 accounting software contract. 

My fellow commissioners Al Ambrosini and Vince Zapotosky complimented the hard work, time spent and due diligence saying they attended two demonstrations before selecting New World Systems. 

Now if you find it difficult to believe what you are about to read rest assured it is accurate and confirmed through audio tapes, emails and Minutes.

At a December budget meeting, Sam Lynch, Susquehanna Financial Consultants, who has a $35,000 contract with the Controllers Office suggested the county hire New World Systems.  I reminded all involved of the Request for Proposal (County Code process.)  None was done.  My crystal ball told me back in December that New World Systems would be selected.  My crystal ball was clear.

Instead, Lally searched online and using FindAccountingSoftware.com found 6 companies.  Of the 6, one company called Bestborn Business Solutions was selected to demonstrate.  Note that New World Systems was not on the list of the 6 companies.

Lally, Ambrosini & Zapotosky attended the demonstration by Bestborn. One of the 39 emails sent by Lally to the commissioners said Bestborn cited their largest account as the government of Afghanistan.  Needless to say, I did not attend the demonstration.  Having only one other company selected to demonstrate, I attended the New World Systems demo.

Lally, Ambrosini & Zapotosky touted these benefits of New World: My thoughts in red

1.  The treasurer's office will not have to walk to the controller's office with their dog license information because the new software is Internet-based. The treasurer's office is about 20 paces from the controllers office.  Plus in Oct 2009, Vicites & Zapotosky contracted with an internet-based company for $10,000 plus $1500 per year for dog license software system.

2.  Paper requisitions won't get lost cause its all online.  I've been in office since 2004 and can count on one hand the number of times I was told a req got lost.

3.  The new system is capable of providing statistics, inventory, budget balance. Current system has this capability.

4.  Employees will be able to work from home!!!! WHAT???????

You asked - Who are these campaign contributors

My last blog post provided, as many of you requested, copies of the Commissioners campaign contribution list. 

Since that post you've asked me to identify the contributors in relation to county operations or otherwise involvement.

While I do not know every name and their affiliation Click here for a partial list.

Maybe each Commissioner should publicly state whether or not they received a campaign contribution before voting to award a county contract or make an appointment to a county board or to hire an employee etc? 

Transparency in government is a good thing. 

Who contributed and how much was spent in the race for Commissioners?

I've been asked just how much was spent on the commissioners race and why haven't a full disclosure been printed in the local newspapers. 

I cannot answer why the newspapers haven't printed a full disclosure for their readers but I can provide you with the information as filed with the Election Bureau.

Why I voted NO to a $2.7 million deficit county budget

One of the most important duties of the commissioners is to develop an annual spending plan, i.e. the county budget

As provided by County Code, the preparation of the Proposed Budget must begin at least 90 days prior to adoption.  In our preparation of the 2010 Proposed Budget the Commissioners advertised and held public work sessions beginning in September (90 days). In our preparation of the 2011 Proposed Budget the Commissioners began the process in September (90 days) and held public work sessions beginning in October .  Now compare just those two prior years to this 2012 Proposed Budget wherein the Commissioners have not held one work session ………yet the 2 majority Commissioners on Monday, at a special commissioners meeting, voted to approve the Proposed Budget.  I voted no.  

Just how can Commissioners approve a proposed spending plan and present it to the public for a 20 day review period without having any meetings with their department heads, row officers, courts, etc?  What's been going on for the past 90 days? 
Could it be there were other things on their minds?  Too busy campaigning for the Nov 8th election?

So what happens next? Well, we as Commissioners have 17 working days… but wait not really 17 because Commissioner Vicites' email to us asked that no public meetings be held Dec 6,7,8,or 9th while he is on vacation so that leaves 13 working days….but wait not really 13 because county manager Warren Hughes has a scheduled vacation so that leaves 9 working days. 

Both majority Commissioners, Zapotosky and Vicites were quoted by the media saying they will work diligently to pare down the $2.7 deficit in order to balance the budget before December 30th.   Really?  Diligently in 9 days? 

Yes, when Commissioner Vicites returns from vacation the process will begin as both majority Commissioners have instructed staff that the public work sessions will be held Monday, December 12th through Friday December 16th  between 11-2pm................................ and if you are wondering courthouse hours are 8:30-4:30.




 

Theft : County Zoning employee charged

If you subscribe to the Herald Standard or Tribune Review, tomorrow,  you will read SOME information about charges brought against a county employee of the Zoning Office for stealing money from taxpayers.

Does anyone find it interesting that the "news" broke after the election?  Does anyone question why the taxpayers are just finding out about  this

So when Zimmerlink talks about problems in the Zoning Office its just her bringing negativity on the county????



County Budget Most Important Role of Commissioner - Courier/Trib understands

The Courier/Tribune Review got it right in their editorial of Saturday, Nov 5th:  Read it & and read my comments (in red) & consider it when voting for your next Fayette County Commissioner tomorrow, Tues Nov 8th.

The biggest part of the job is creating an annual balanced budget. With municipal elections on Tuesday, is it too early to think beyond that decisive day? It is not. For instance, let's look at the job of county commissioners. We vote for two of the four candidates on the ballot, and the top three vote-getters are elected.

The reason we do is so we get two officeholders from one party and one minority member whose job it is -- supposedly -- to provide "loyal opposition." But it rarely works that way because commissioners rarely publicly debate at their meetings.

Whether the current officeholders or newcomers want to admit it, the job of county commissioner is basically a custodial one. The biggest part of that assignment is creating an annual balanced budget. And they are aided in this task by other elected officials on county row and their assistants and employees.

One area that a few of the general election hopefuls are touting is "creating and sustaining" jobs or so-called "economic development." In actuality, there is little county commissioners can do in that arena. They can tout the county to perspective developers and seek the cooperation of state and federal lawmakers, who may have contacts far outside county limits.

In growing the business base of the county, the commissioners face an uphill effort -- pushing the stone up only to see it roll back again -- in a global market. Yet the effort cannot be abandoned.

So what should we insist the county commissioners do?

At the risk of oversimplification, they can be the political leaders of the county -- cheerleaders, if you will -- and at this juncture, that desperately needs to happen.

County commissioners should not directly meddle in the governments of boroughs or townships or school districts, but they could attend their meetings and otherwise pay attention to news accounts of the same so that they can speak to areas where common efforts might help.

If public safety is an issue in some municipalities, the commissioners, with the big picture in mind, could suggest ways for boroughs and townships to work together.

Whatever advocacy the commissioners choose is up to them. Just so they do so.

Now, let's review what I've been saying all along not just during this campaign but for the past 4 years. 

I am your proven fiscally responsible commissioner: I inherited a deficit when I took office in 2004 & we turned it to a cash reserve. Much of that reserve was unnecessarily spent despite my warning to fellow commissioners. Anyone taking office in 2012 will be faced with financial difficulties not as some would have you believe being solely due to health care, jail rentals & unfunded mandates but also because of wasteful spending that took place in these last 4 yrs. A county budget consisting of YOUR TAX DOLLARS is in the hands of the next Commissioners you elect.  Fayette County will need a fiscally responsible commissioner and I have a proven record as such

Wanna a flu shot? Can’t afford it? County will pay for it.

At the September Commissioners Meeting, at the request of Dominick Carnicella, Felice Associates HR Director the Commissioners were asked to pay for flu shots for county employees. Although flu shots are currently free to county employees when they go to their own physician the rationale of Commissioners Zapotosky & Vicites to spend your county tax dollars is that giving flu shots on-site at a scheduled health fair next week rather than the employee going to their doctor's office will reduce employee time off and loss of productivity.

Fayette County continues to pay $40,000 for consultant

At the September Commissioners Meeting Commissioners Zapotosky & Vicites voted to pay another $20,000 to Sam Lynch, Susquehanna Group Advisors at the request of Controller Sean Lally. Look at the campaign contribution list which can be found at the Election Bureau and you will see the name Sam Lynch as a contributor. Coincidence?
